Oil Buffer Mode: PH Scrambles to Build Reserves Before Prices Bite Harder

Big picture: The Philippine government is moving fast to protect its fuel supply as global tensions push oil prices higher. According to Executive Secretary Ralph Recto, current reserves are good for around 50 days, but the goal now is simple: don’t just maintain, build. Talks include “oil diplomacy” efforts like securing safe passage for tankers through key routes such as the Strait of Hormuz.

So what: Rising fuel prices hit everything, not just gas stations. Diesel alone makes up about 70% of transport costs, which means higher prices for food, goods, and daily essentials. To slow that down, officials met with business groups and oil firms to fix bottlenecks across the supply chain.

  • Plans include easing port congestion and adjusting truck bans

  • Cutting unnecessary checkpoints to speed up delivery of goods

  • Pushing digital processes to reduce delays and energy use

Context check: These meetings happened just before Ferdinand Marcos Jr. reviewed economic response options with key agencies. Final policies are still pending, but the direction is clear: stabilize supply, reduce costs, and avoid passing more pain to consumers.

Why it matters: The Philippines imports most of its fuel, so global shocks quickly hit local prices. Building a stronger buffer now could mean fewer price spikes later, or at least slower ones.

The country’s dollar reserves dropped to $107.5 billion in March, down 5.08% from February as gold holdings and foreign investments declined. This marks the lowest level in seven months. Despite the drop, reserves can still cover 7.1 months of imports and external payments, based on central bank data
