BIR Stops Chasing Small Tax Debts

Big picture: The BIR is raising the write-off threshold for final and demandable delinquent tax accounts to ₱80,000 from ₱20,000, under Revenue Memorandum Order No. 11-2026. Translation: some small tax debts may be dropped if collecting them costs more than they are worth.

Why it matters: This is the tax version of choosing your battles. The BIR has a ₱3.46 trillion collection target for 2026, so it wants manpower focused on bigger cases with better recovery chances.

The catch: Economists say the move could improve collection efficiency, but only if enforcement remains credible. If taxpayers read this as “small violations won’t matter,” compliance could weaken. The BIR’s challenge: chase the big fish without teaching the small fish bad habits.

Philippine bank lending grew 10.7% in March to ₱14.6 trillion, the fastest pace in seven months, despite tensions in the Middle East. The Bangko Sentral ng Pilipinas said strong business activity and household spending drove loan growth, while economists noted the conflict has so far had limited impact on local credit conditions.

TikTok Shop Bets Big on Philippine Growth

TikTok Shop Philippines expects sales growth to exceed 2025 levels as more Filipinos turn to e-commerce amid rising fuel costs. PH Growth Just Lost Its Cushion

Big picture: The Philippine economy slowed again, with 1Q26 GDP growth at 2.8% YoY, below 3.0% in 4Q25 and weaker than the 3.3% consensus estimate. AB Capital says the slowdown now cuts across household consumption, investment, construction, manufacturing, and confidence-sensitive sectors.

Why it matters: The report describes the economy as “stagflation-lite”: growth is below trend, inflation risk is rising, real incomes are under pressure, and policy space is limited. GDP is still growing, but the cushion is thinner.

Market read: AB Capital cut its 2026 GDP forecast to 3.3% from 4.6%, with 2027 now at 4.3%. For stocks, it recommends staying defensive and selective.
